BOARD OF SELECTMEN   --  August 26, 2013
6:00 PM  Open Meeting  The meeting was called to order in the Town Hall Annex.  Present were Chairman Stan Moss, Edith Morgan, Neil Sulmasy and Town Administrator John Lebeaux.

Scheduled Meetings/Appointments

6:05 PM -Rutland Chairman of Board of Selectman Peter Letsky, Police Chief Donald Haapakoski and Sgt. Robert Marino came in for discussion on Rutland Regional Animal Control service. Mr. Letsky explained that the program, with support from a state Community Innovation Challenge (CIC) Grant, would deliver improved service at a lower cost to participating towns. The CIC provided $86,000 in seed money which supports regionalization programs. Animal Control Officer (ACO) Laura Pease also came and presented for inspection the new, equipped, AC vehicle. The grant will also cover costs of a new facility—just starting construction--in Rutland, near the DPW garage. It was noted that Ms. Pease meets a new, higher-level of ACO accreditation. Participating communities may opt out of the regional agreement with a 90-day notice.
6:30 PM  Board voted all in favor to approve concept of ACO pending final regional agreement The board voted all in favor to appoint Laura Pease Animal Inspector effective immediately through June 30, 2014 She will have Animal Inspector’s primary responsibility when rabies is a potential factor.

New Business
Alex Fiandaca was in for Friends of Mechanics Hall to explain using the Hall for Town-Wide Yard Sale on Sept. 28, plus extra days for collections etc. Board voted all in favor to approve their use of the Hall from Sept. 14 – Oct. 1 or at the discretion of the Town Administrator. They also voted all in favor to allow the Friends to begin cleaning the basement and remove ductwork, the disposal of which must be done under regulations for disposal of town assets.
Some discussion ensued on regional grant application from CMRPC for disaster planning. Edith M. was appointed as representative for Princeton at the Central Mass. Metropolitan Planning Organization (the transportation/road funding arm of CMRPC) to select the next north sub-region member for a term to begin October 1.

Board voted all in favor to appoint Ann Neuberg as Alternate to CMRPC through 6/30/14.

Board voted to appoint John Lebeaux as Designee to MBTA Advisory Board through 6/30/14. Chair of BOS is automatically a member, John is now his designee who may vote in his absence.

Other Business
Board considered a letter from Lance Harris on the WRSD Superintendent Selection Committee looking for selectmen from all towns to meet. Board asked if some other designee can be chosen, and Neil S. offered to serve as Princeton BOS designee. Board voted all in favor to appoint Neil. Selectmen instructed John to suggest to other towns that one selectman from each town be designated to select the single selectman to sit on the WRSD Superintendent Selection Committee.

Stan noted he would not be attending the Sept. 9 meeting.

Old Business
7 PM  Some discussion ensued about need for strategic assessment of EMS and ALS coverage, and criteria for a fire chief. Stan suggested possibly re-recruiting the Public Safety Committee which had already done a lot of research.

Neil reported that old playground equipment at TP School has been removed and site work is underway for new equipment.  He noted the efforts of Supt. Glenn Lyons and the entire Highway Department as well as donated labor for site work from Sean Conway and dumpster donated from Rud Mason.

7:20 PM   Board voted to approve minutes for July 24 [Goals Mtg.] & Aug. 12

Review and Approve Vendor and Payroll Warrants:  FY14 # 4

Executive Session
7:22 Board took unanimous roll-call vote to go into Executive Session to conduct strategy sessions in preparation for negotiations with non-union personnel (Acting Fire Chief) and adjourn regular meeting at end of executive session.
